If you ever encounter such error:
Oracle Diagnostics Tool is not a valid responsibility for the current user. Please contact your System Administrator
the solution is to run:
1. Synchronize WF LOCAL tables (US)/Synchronizacja lokalnych tabel workflow (PL)
2. Sync responsibility role data into the WF table (US)/Synchronizacja danych dotyczących autoryzacji/ról w tabeli Workflow (PL)
sometimes you also can bounce Apache for sure and clear Jar Cache :)
